India Launches First Advanced 3D Glass Chip Packaging Unit in Odisha On April 19 2026, Odisha hosted the groundbreaking ceremony of Heterogeneous Integration Packaging Solutions (Three dimensional(3D) Glass Solutions), India’s first advanced glass semiconductor packaging unit, at Info Valley, Khordha district, Bhubaneswar, Odisha.Mohan Charan Majhi, Chief Minister(CM) of Odisha, graced the ceremony in the presence of Union Minister Ashwini Vaishnaw, Ministry of Electronics and Information Technology(MeitY).About Advanced 3D Glass Chip Packaging Unit:Developer: The project is being implemented by 3D Glass Solutions Inc. (3DGS), the United States of America(USA), through its wholly owned Indian subsidiary Heterogeneous Integration Packaging Solutions Private Limited (HIPSPL).Investment: The project involves a total outlay of approximately Rs. 1,943.53 crore, supported by both Central Rs. 799 crore and State fiscal incentives of Rs. 399.5 crore under the India Semiconductor Mission (ISM).Production Capacity: Once operational, the unit is projected to produce 70,000 glass panels, 50 million assembled units and around 13,000 advanced 3D Heterogeneous Integration (3DHI) modules annually.Timeline: Commercial production is slated to begin by August 2028, with full-scale volume production targeted for 2030.Applications: The chips will cater to key sectors such as aerospace, defence, artificial intelligence (AI), 5G technologies, and data centres.

Cabinet Approvals on April 18, 2026On 18th April 2026, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi approved a 2% increase in Dearness Allowance (DA) and Dearness Relief (DR) for Central Government employees and pensioners, and also cleared railway multitracking projects worth Rs 24,815 crore in Uttar Pradesh (UP) and Andhra Pradesh (AP).Key Details of Approval:2% DA and DR Hike: DA and DR have been raised from 58% to 60% of Basic Pay/Pension applicable from 1 January 2026, following the previous revision from 55% to 58% in July 2025.The revision follows the All India Consumer Price Index for Industrial Workers (AICPI-IW) and aligns with the recommendations of the 7th Central Pay Commission (7th CPC).Two Railway Projects:Project 1: The Ghaziabad–Sitapur line in UP, has a route length of 403 km and track length of 859 km with a cost of Rs.14,926 crore.Project 2: The Rajahmundry–Visakhapatnam line in AP, has a route length of 198 km and track length of 458 km with a cost of Rs.9,889 crore.

PCI in Collaboration with IFI Launched Para Elan InitiativeIn April 2026, the Paralympic Committee of India (PCI) in collaboration with French Institute in India (IFI), introduced Para Elan, a significant 3-year initiative aimed to promote inclusive education and empower youth through para sports.The collaboration was formalized through a Memorandum of Understanding (MoU) signed by Satya Prakash Sangwan, Vice-President (VP) of PCI, and Gregor Trumel, Country Director of IFI.Key Details:Para Elan: The key purpose of the initiative is to bolster India-France cooperation at the forefront of para sports by incorporating its key values of inclusion, resilience, equality, and excellence in educational ecosystems.Hosted by: The initiative, hosted by French Ambassador Thierry Mathou, targets 10,000 students through awareness, workshops, athlete interactions, and adaptive sports activities.Key Activities: The initiative will feature awareness programmes, interactive workshops, athlete interactions and inclusive sporting activities across partner institutions.Significance: Within 3 years, the initiative is expected to offer activities and raise awareness about para sports among nearly 10,000 students in partner schools of IFI.Key Role: As part of the agreement, IFI will use its network of private and public partner schools, facilitate coordination, and include sports value into its educational programs (such as the French for All and French for a Better Future) initiatives.And, PCI will provide its technical expertise in adaptive sports by creating customized content for schools, deploying trained educators and para-athletes for demonstrations, and promoting Indo-French cooperation in para sports.
