BIS Notifies India’s 1st Dedicated Standard for Bomb Disposal System to Boost Security InfrastructureIn December 2025, the Bureau of Indian Standards (BIS), statutory body under the Department of Consumer Affairs(DCA), the Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD), notified India’s 1st dedicated standard, IS19445:2025 for bomb disposal systems’, aimed to strengthen the country’s internal security preparedness and safety infrastructure.

  • This newly notified standard was developed at the request of the Ministry of Home Affairs (MHA) and the Terminal Ballistic Research Laboratory (TBRL) of the Defence and Research Development Organisation (DRDO).

About IS 19445:2025:
Necessity: The need for an Indian standard arose from the fact that the existing global standards related to the bomb disposal systems are either restricted in access or not fully aligned with the threat profiles and operational conditions faced by Indian forces.
Developed under: The new standard was developed under the supervision of Arms and Ammunition for Civilian Use Sectional Committee, with a dedicated panel formed under the convenorship of TBRL, DRDO.
Significance: It outlines requirements for test equipment, test range conditions, and evaluation criteria to objectively evaluate system effectiveness.

  • The standard provides comprehensive guidelines for evaluating bomb disposal systems, focusing on blast loads and splinter impact resistance, key factors determining their effectiveness in real-world explosive threat scenarios.

Key Functions: It serves as a reference for manufacturers, procurement agencies, and accredited testing agencies by defining test methodologies, apparatus, and acceptance procedures to comply with performance benchmarks.
Categories: Three categories of bomb disposal systems i.e. bomb blankets, bomb baskets, and bomb inhibitors, are commonly deployed to mitigate the security risks.
Adoption: Although currently voluntary, the standard is recommended for use by procurement agencies, manufacturers, and accredited testing bodies to ensure uniform quality and performance.
