At least 20 Delhi police personnel were intercepted and detained by the Himachal Pradesh Police for arresting three Youth Congress leaders from Shimla. The leaders were arrested over 'shirtless protest' in AI Summit in Delhi. "Delhi Police arrested three people from Rohru in Shimla without following proper procedure...They have all been produced in the district court," a Himachal officer said.
